Version 2.5.1 is a targeted determinism and interoperability hardening release of the Trust-State Standard.
The release strengthens deterministic handling of Rule-State dependencies, evaluation-path equivalence, unknown and out-of-schema attributes, cross-profile governance-state reliance, and associated conformance test vectors.
The core Trust-State architecture and three Conformance Profiles remain unchanged.

The Trust-State Standard recognizes consequence as the foundational condition giving rise to governance requirements.
Governance does not create consequence. Governance determines the conditions under which consequence-bearing actions, execution pathways, or state transitions may be permitted to occur.
The Trust-State Standard governs the deterministic conditions under which consequence-bearing digital action becomes admissible, executable, and independently verifiable.
